I can't reproduce.  Evo works just as it did in RH8 & RH 9 here.

Under the Account details (accessed via Tools->Settings..., then choose
the account, "Edit"), in the "Receiving Options" tab, there's an option
"Apply filters to new messages in INBOX on this server".  Make sure
that's checked.
