Strange behaviour of passwd command

I'm having problems with changing users' passwords on a RHEL4 AS. 
Sometimes the passwd command locks up, takes 100% CPU and will not die, 
even with "kill -9". The parent process is init so I can't kill that 
either. The only way I have been able to kill it is reboot the machine.

Any suggestions how to kill it, or about the cause of the problem?
