Yes, this is "by design", see http://www.nvidia.com/object/linux-display-ia32-260.19.12-driver.html The paragraph starting with "Stopped installing OpenGL, VDPAU, CUDA, and OpenCL header files with the driver. Those interested in these files can get them from [...]" One can have the OpenGL headers still installed (see the link above). Do you think we should use --opengl-headers?
