Indeed it does not build under any distro at ATrpms:

        + /usr/lib/rpm/check-buildroot
        Binary file /var/tmp/repot-build/BUILDROOT/ivtools/usr/lib64/ivtools/libIV.so.1.2.8 matches
        Found '/var/tmp/repot-build/BUILDROOT/ivtools' in installed files; aborting
        error: Bad exit status from /var/tmp/rpm-tmp.8rTMr8 (%install)

Perhaps due to ABSLIBALLDIR pointing into the buildroot?
