New opencore-amr and gstreamer-ffmpeg

some new packages for you:

gstreamer-ffmpeg requires gstreamer >= 0.10.31. Therefore, it will *NOT
build* for rhel6 (gstreamer 0.10.29).

These are two new packages from the same site of opencore-amr. They can be
used as BRs in gstreamer-plugins-bad.
