vdpau-video for EL6

I have the need for vdpau-video on EL6 to use VDPAU with vlc.  I noticed th=
ere is a spec file for it already in atrpms but it is not being built for t=
he EL6 repos.  The libraries work as expected once they are compiled with t=
he fix described below.

The spec needs one small update to build fine in mock; autoreconf needs to =
be called with -f to regenerate aclocal.m4 to avoid a "version mismatch" er=
ror.  Patch is attached.
