grab not listing glibc

I'm running grab-1.0.3 on a RH7.2 box.

when I do a grab --sysupdate, it lists glibc-devel and glibc-common as
available packages; but not glibc itself. (this causes upgrades to fail, as
those two packages require glibc itself).
glibc is present in the repository; and grepping through /var/cache/grab/*
for 'glibc' it does say that the binary .db files match.

am I missing something here, or is this a bug/feature?
