rpmUtils cvs repository

Hi all,
 I setup a cvs repo for the rpmUtils module I've been slowly assembling.

some useful stuff in there right now.
I've lifted functions from rhpl, up2date, yum, misc posts to this and
other lists and I've written some of the others. I'm slowly trying to
make them relatively nice but I'm open to recommendations for making
them better and for patches to make them better! :)
