You're not installing an SRPM, you're installing the binary RPM. (If you were, the file name would have bee s390utils-20011212-1.src.rpm.) Once you've done that, you should be able to run the script to load the cpint module, and then be able to execute the hcp command (as root). I have tried to uninstall the rpm and and force reinstall, under the usr/src/redhat/SOURCES/ directory, there are not .gz or bz2 files.
