CONNECTION REFUSED

Hi.
 
I´d have to configured a email server using sendmail service but  the
connection to port 25 (smtp) is refused. The command that i´m using is:
telnet "ip address" 25
 
The messages that apper is:
============
Trying xxx.xx.xx.xx...
telnet: connect to address xxx.xx.xx.xx: Connection refused
============
 
But when i Trying to do telnet the localhost or ip address 127.0.0.1 the
service work fine.
 
The Operating system is:Red Hat 7.3 whit sendmail version 8.11.6
 
Some body can help me, please???
