That means that it requires RPM 4. ... which itself, will require many
other libraries (db3,pam,crypto, which itself....you get the picture)

This is a little hack that may or may not work, but, here it goes:
Given that you have a specific goal, ssh server, *maybe* you could compile
the binaries from an older ssh2 tar ball (or possibly from a redhat source
RPM) and install it more or less manually... trying to replace ssh1
binaries... it's an hell of a hack, but it did work for me on some
occasions where I needed something done really fast and I didn't want to
break the RPM database...
This operation should take you about an hour.
Note that this is different from doing -nodeps, even in case you compile
rpm 4 in your system, since any inconsistency between ssh1 and ssh2 is
handled intelligently by you, and not by the pre/pos-setup scripts...

You'll be unlucky if ssh2 gets broken by an old libc bug, or something
like that...

Later, any proper upgrade of ssh will simply replace those files anyway...
