Whats the output of ?
rpm -qa | grep rpm

Have you tried installing
rpm-4.0.2-8sparc ?
(some newer versions of rpm were broken)

to compile ssh from the sources / tar balls, usually you have to have the
development packages of ssl, pam, and others. and then do:
./configure  [some parameters like --with-xxx]
make
make install

The parameters may not be trivial.

if you are going this direction you may rather prefer to
use text version of mc, (just mc),  press RETURN on top of the ssh sparc
rpm, RETURN on top of contents.cpio, and copy with F5 the different files in
the tree to the respective places in the disk.
In this way, you are replacing rpm (part of). Using mc you can also check
what the installation scripts would be doing in case you have any problem.
