Resume Download?

Hello,

Is there a directive which turns on "Resume Download"
functionality or is that functionality set to default
in Stronghold? I'm having an issue with a new server
in that downloads will not resume from where they were
interrupted as they did on previous servers. The only
difference seems to be that Stronghold is installed on
the new server and it isn't installed on the previous
servers.

Can anyone shed any light on this for me?
