I could be wrong BUT I think that if you are developing for RHEL you would
want to develop on RHEL. That way you can test your stuff on the target
platform.

I fail to understand Red Hat's justification for not including the devel
packages with software that a corporation is paying for. One of the reasons
for buying RHEL in the first place is stability. How could someone justify
changing an ABI once the things is released? To me that would seem likely
to negate some of the stability people are paying for. Of course maybe I have
misunderstood this whole issue. If so I would be greatful if someone corrected
me. 

I guess the real question is, is this just a Taroon thing or will this continue
once 3.0 final is out??
