Yes, you didn't import the beta key, and imported the RPM-GPG-KEY
incorrectly. Do this:

  rpm --import /usr/share/doc/rpm-4.2.1/RPM-GPG-KEY

and

  rpm --import /usr/share/doc/rpm-4.2.1/BETA-GPG-KEY
