No, I think Douglas is thinking about something at a higher level
(think meta).

Red Hat could have a configuration file /etc/redhatvariables or
some such thing which is controlled by a nice config program, which
on any modification, parses it and updates the relevant files
in /etc/profile.d to add/change the variables for available shells.

Nice idea, not too hard to hack in.
