I bet you could fold it into the kernel source if you really really wanted, but obviously it won't be something that's going to be supported by Red Hat. If you want more than 3GB address space for your programs, you can just use the 4/4 split kernel, which gives you a full 3.9 GB of program address space... -- "Debugging is twice as hard as writing the code in the first place.
