When is needed restart computer after updates?

Not strictly speaking, though some suggest doing so anyway for
simplicity.

If you want to be minimalistic, most servers should continue to run
with the old libc open without problems.  Processes which dynamically
open new libraries, could get confused with the different libc
versions found various ways.  Servers like sshd, which uses pam, is a
good example.
