Is it still broken? Should not be broken. Both s390 and s390x vnc work on beta 2. Check to make sure the vncserver is running, are you specifying the correct $DISPLAY, is a firewall blocking you, have you specified the correct kickstart or cmdline arguments to the installer to start networking and a vncserver? Refer to the RELEASE-NOTES for information on vnc and networking during install-time.
