Christopher, Since syslinux and grub are prior to the linux kernel running, they rely on the the BIOS to access the keyboard. If the BIOS does not understand usb keyboard/mouse devices, syslinux and grub will not either. If the particular machine supports USB devices in the BIOS, you might try getting in the bios and enabling it.
