What's wrong with starting with ISO-8859-8 (which is basically the characters
that most people would need anyway), and continuing with the Windows or
Israeli Institute of Standards encoding (to allow also niqqud)?
Hi, I'm not a TeX user (I do not pruduce much writen texts).
For me an easy to use printing system will have to support utf-8,

If you are planing a re-write of the heb module PLEASE add support for
utf-8 encoding, as it is the default encoding on new Linux systems.
