Which only points to the solution being to include it with Culmus or as
Nadav suggested another package that goes along the culmus version.

If I had proper instructions on how to do all the stages, and if they
can be done automatically I'll add the needed TeX support bits to the
Debian Culmus package.

Of course, the babel code still needs to have some default font and will
still depend on some external package to be added to the mix to provide
that font.
