Thanks for the advice.

Prepared a new diff against the original source (hebrew.dtx), and 
submitted to the latex gnats:
   http://alturl.com/yxhnd
(it does not support uploading patches, so I put a link to the patch 
file instead).
Also cross posted to relevant Hebrew-related lists - in hope it would 
get to Boris Lavva or other people that previously edited hebrew.dtx.
