newbie: il ubuntu mirror down?

when I try to install ssh server through:

sudo apt-get install openssh-server

I get this error:

when I try to access the url of the packages from a browser, I get
an error saying the site is under maintenance.

since I got this error both today and yesterday, I suspect I am
doing something wrong.

when I replaced il.archive.ubuntu.com in us.archive.ubuntu.com in
sources.list

I got an error saying

Package 'openssh-server' has no installation candidate

any ideas?
