LibreOffice used to have a problem with this, but it got fixed a few
releases ago: https://bugs.documentfoundation.org/show_bug.cgi?id=41169

I don't any any issues with LibrePffice 5.0.x on Debian testing (tried
CTRL+B, CTRL+C and CTRL+V while in Hebrew layout).
