They are part of the mageia 7 x86-64 packages. See
http://mirror.isoc.org.il/pub/mageia/distrib/7/ . You can try
https://duckduckgo.com/?q=rpm2cpio&atb=v140-1&ia=web or building from
source. Note that I already got it working for my use case so it is not too
critical.
