createrepo 0.3.8

Hi all,
 This release includes:
 - a fix for handling of groups files (-g) from Bill Nottingham and one
additional fix from Me.
 - a fix for the utf8string encoding function that looks to see if the
string is None from Ville Skyttä 

It's been tested on EL3/rebuilds, Fedora Core 2 and Fedora Core 1. I
tried to test it on rhl9 but the libxml2 version there appears to cause
pain with node.serialize('UTF-8', 1) - specifically UTF-8 encoding. 

People who want to run this on rhl9 should consider upgrading :)

I also tried it on rhl 7.3, just for fun and pain. It needs an rpm
module in the python 2.2 site-packages dir - but it could work there.

If other folks could test it out on their distro/platform of choice and
let me know which ones work I'd be interested to know.

and once I'm through with a few other things on my todo list will
probably update the dtds. However, if someone would like to write the
dtds for me, I'd be glad to accept them. :)
