problem setting up local yum repo

I've created /var/www/html/yum and put an rpm there and then I ran 
createrepo from that directory. I restarted apache and can browse to 
http://localhost/yum but when I try and access the repository with yumex 
I don't see any packages. There are no error messages in the apache 
logs. I must have left out a step can anyone help me?
