first release of new yum-based createrepo - version 0.9

Hi folks,
 For those of you following the list you've seen the checkins I've been
making recently which are a major revamp of the createrepo code. It's
been a while coming. This new version requires yum 3.2.7 or above -
there's probably some wiggle room there but I'm not sure how much or
where, yet.

This is NOT a stable release there is a good likelihood I broke A LOT of
things with this release. If you're interested please test it out, see
what it mangles. It seems to work for me but I'm sure I'm not testing
every possible use case.
