If you have glibc-devel installed, it will need to be updated as well. Basically your original message is stating that the version of glibc-devel currently on your system requires the version of glibc on your system. The glibc update does not provide the dep for the glibc-devel, which has no update. You might try cleaning out your cache and metadata (yum clean all) and running yum update again.
