why doesn't yum just exec /usr/bin/rpm?

Hi. I did an strace on yum in hopes of seeing the rpm args it uses
in certain cases, but apparently it uses python libs that do the rpm foo,
instead of exec'ing /usr/bin/rpm. Could someone please explain the
reasoning for that decision?
