Yum not continue getting a partially-downloaded file

Hi,
At FC6 if connection fail and yum try to download rpm from other mirror,
yum always continue getting a partially-downloaded file, but at F7 this
is not going to happen. This is a changes behaviour or can be setting at
conf file?

FC6: yum version 3.0.6
F7: yum version 3.2.0
