yes look at tsflags in yum.conf man page

look at depsolve.py initActionTs() for how test is implemented. That's
ultimately the same place you'd want to do incredibly stupid things like
--nodeps.

At the risk of getting further into this than I want to be: Why do you
believe that --nodeps and --force are going to help you?
