For me the main advantages of yum over smart (which can also handle yum 
repositories) is that :
- yum is the official package manager for RHEL, meaning that I can 
download packages from RHN (with yum-rhn-plugin activated) via command 
line script.
- yum (yum-utils, actually) has yumdownloader, reposync, and repotrack, 
which is handy if you want to create local repository mirrors. 
Especially useful if you have lots of servers and want to save bandwitdth.
- yum-utils has yum-priorities plugin, which is important because in our 
setup we need to replace some upstream packages. yum-priorities make 
sure packages in our local repository doesn't get overwritten by other 
sources. It can also be used the other way around, to make sure that 
RHEL/Centos RPMs doesn't get overwritten by packages from third-party 
repositories.

apt-rpm (and synaptic) is another beast altogather, and not all 
RHEL/Centos repositories support downloading with apt.
