Running it on the 3 major Repositories (CentOS-Base, BlueQuartz-Base, NuOnce), I see 
the same error (only difference being the packages value - 222, 679, and 60), I see the 
following:

 xmllint --valid --noout primary.xml
primary.xml:2: validity error : Validation failed: no DTD found !
u/metadata/common" xmlns:rpm="http://linux.duke.edu/metadata/rpm" packages="222"

This is the line in 'error'
