Hi J,
1. Have you filed a bug about this with red hat's bugzilla for rhel?

2. how do you know it is including the config file in /etc/yum.conf?

3. the default repo path is /etc/yum.repos.d. If you don't change that
in your own yum.conf it will keep using the repos in that path. If you
set reposdir=/dev/null it won't find any of them.
