Not sure but, perhaps you need to update arts first to get around the
fact that the installed and about to be installed arts-devel are of
different versions.
yum update arts*
If not, post the command you are using and
rpm -qa --qf="%{name}-%{version}-%{release}-%{arch} arts\*
