Since rpm seems OK, you can attempt to verify yum and it's dependencies:
$ rpm -V yum rpm python python-iniparse python-urlgrabber rpm-python 
pygpgme yum-metadata-parser

[found those dependencies (fedora 9} with: yum deplist yum {which you 
can't use at the moment}]
