yum-fastestmirror doesn't honor -C (cache-only)

Hi,

yum-fastestmirror checks the mirror speeds even though I pass -C to yum
(cache only). I think fastestmirror should honor the cache only flag and
just return immediately if cache only is true.

Any thoughts on this?
