This is a documentation error and I'll fix it now.

If you say:

yum update foo

and you don't have foo installed and foo doesn't obsolete anything you
have installed then foo will NOT be installed. This allows a user to
run: yum update x* and not accidentally get an arseload of -devel pkgs
installed or whatnot.
