license enforcement

Is there a way to ensure that yum installs a rpm only if the license
terms of the software within the rpm is agreed to, by the enduser.

I suppose, this would mean that createrepo would have to extract 
and store the licensing metadata in its xml file, and the enduser tools
like yum/yast/up2date would have to consult that metadata before
proceeding.

Any thoughts/ideas?
