One bug:

If package is already downloaded, your plugin will download it again.

How to reproduce:
1) yum upgrade
2) all packages are downloaded
3) get transaction error due to file conflict in two packages
4) yum upgrade -x packageA -x packageB

Actual result:
packages are downloaded again in step 4)

Expected result:
do not download again in step 4) since the packages are already on disk.
