It's renaming it.  The file is still compressed (and matches the
sha256 sum of comps.xml.gz on the mirror I'm syncing from).

I've adjusted my repo sync script to rename it to comps.xml.gz and
decompresses it before running createrepo which makes anaconda happy
again.
