This one is biting harder than expected!
Away for a few days, come back and try to do a normal upgrade.
Refuses with

Test Transaction Errors:   package nss-softokn-3.12.4-19.fc13.x86_64
(which is newer than nss-softokn-3.12.4-17.fc13.i686) is already
installed

From Seths advice:
$ yum downgrade nss-softokn-3.12.4-19.fc13.x86_64

yum responds with
Setting up Downgrade Process
Only Upgrade available on package: nss-softokn-3.12.4-19.fc13.x86_64
Nothing to do

So I can't downgrade, removal seems to impact hundreds of other packages..
Any advice please?
