New version of yum-cron

Here is the first version of the new yum-cron.  There are three files
that have been added.  First, yum-cron.py provides the main
functionaliy.  emitters.py provides the module that the program uses
to give output to the users in different ways, and yum-cron.conf is
the configuration file.
