keepcache=1 on individual repos

Can keepcache=1
be set for individual repos.
eg /etc/yum.conf
keepcache=0
/etc/yum.repos.d/updates.repo
keepcache=1

have tried it as above but nothing kept.
Would it be possible, with /etc/yum.conf
## keepcache=0

Unfortunately no more updates to test as yet.
