yumdownloader doesn't download dependencies [bug-maybe]

In theory using "yumdownloader" with --resolve should download all dependencies but it doesn't (I get dependency error) =E2=80=8BBut there is a work around: I can use "yum install" with --downloa= donly=E2=80=8B & --installroot options to successfully download all dependencies.
