ACCESS_CONTROL is for granting normal RSBAC rights.

DAC rights would be MODIFY_PERMISSIONS_DATA and CHANGE_OWNER.

SUPERVISOR allows to set or revoke the RC special rights like ACCESS_CONTROL 
or SUPERVISOR itself.
