I think I have found the problem, rsbac kernel will not compile if
CONFIG_UIDGIT_STRICT_TYPE_CHECKS or CONFIG_USER_NS are enabled. So to
compile rsbac kernel is required that both options got disabled in .config

This applies 3.10 kernel too.
