Well, I was about to tell you that this is a Thunar bug and that
you should contact upstream, but then I decided to try it myself
first:

This is almost surely already set in your environment, but just in case:

  [rworkman@liberty ~]$ env | grep LANG
  LANG=en_US.UTF-8
